WASHINGTON (AP) — For the first time, racial and ethnic minorities make up more than half the children born in the U.S., capping decades of heady immigration growth that is now slowing. New 2011 census estimates highlight sweeping changes in the nation's racial makeup and the prolonged impact of a weak economy, which is now resulting in fewer Hispanics entering the U.S. "This is an important landmark," said Roderick Harrison, a former chief of racial statistics at the Census Bureau who is now a sociologist at Howard University. The Lynwood city council and department heads came together for a budget workshop, Tuesday evening, to discuss possible cuts and service impacts to next year's budget. In an effort to reduce deficit funds, general fund expenditures and maintain reserves in the city's general fund, the budget committee proposed eliminating 32 city employee positions, including full-time, part-time and vacant positions. While the city council seemed uneasy about the prospect of laying off employees, some members thought eliminating certain positions with high-paying salaries could be an option. There may not be anything more painful than a mother having to say goodbye to her child. And yet that is the predicament that many mothers, including Carmen and Maria, are facing. After both women pleaded with immigration officials to be allowed to stay with their children, Maria was granted an extension but Carmen was ordered out of the country, CBS reports in this video. Carmen, who has lived in the US for 22 years, now has a monitoring brace on her ankle until her flight back to Peru in three weeks. The application asks for potential contractors with a near-impeccable history when conducting similar projects. Some requirements include a Contractor’s ‘B’ general contracting license, meeting insurance requirements, and having experience in a similar type of work and roughly handling the same amount of money. Yet among the millions of dollars spent by the two campaigns so far, few of those dollars have reached communities in South Los Angeles since the new congressional map for the region was finalized in August of last year.
